MARCH 24, 2009
To all
Many of you already know that the New Mexico UNLICENSED HEALTH CARE PRACTICE ACT passed both the House and Senate and is on its way up to the Governor's office to sign by April 10th. There were many people that made this happen and thanks goes out to all. But of all the people, none deserves more thanks than our sponsor Representative Ken Martinez and the head of his staff Martha Minogue. It is because of their tireless support and knowledge of how things get done that we have been successful. We owe them a debt of thanks that can never be truly repaid.
We believe that the NM Unlicensed health Care Practice Act is the best in the nation. Once the bill is signed into law however, we all have a big job ahead of us. And that is supporting our community in the implementation of the provisions of the act. Several of us who have been involved in the bill will be working to get leaders in their respective health care disciplines to head the effort to inform and support their practitioners. Our website www.nmcaamp.org will be a place for information on the act, samples of disclosure, FAQ sections and other items that will support our CAM community. I urge you to take part in forming the future of health care in New Mexico.
If this is a ship we have built, this is the wind in our sails:
There has recently been a fascinating US Senate Hearing on "Integrative Care: Pathway to a Healthier Nation."
Well worth watching - here is the link: http://help.senate.gov/Hearings/2009_02_26/2009_02_26.html
I hope to continue working with all of you, it has been a pleasure.
Now lets get to work and create a health care system that really works.

Is currently scheduled to be heard tomorrow, Wednesday March 4.
The committee is scheduled to meet after the House Floor session is over. ....
It is impossible to know when that will be.
I will try to find out more later on today and email everyone again.
Anyone who can hang out all day and show up in support of our bill should plan to do so. It makes a huge difference to have a show of support in the audience. I plan to be there most of the day, just to be sure. There are planned to be a few amendments to address concerns of the NM Medical Board, NM Massage community and NM Acupuncture and Oriental Medicine community.
If anyone has any questions, feel free to email me or call me, I will do my best to answer them.

Subject: [NMCAAMP] NM 2009 Health Freedom Bill
Friends of the New Mexico Health Freedom Bill
As you probably know, a group of people (many of you) have been involved since 2006 in getting a Health Freedom bill passed in New Mexico. Similar bills have been passed in other states, most notably Minnesota and California. You probably also know that a bill was introduced in the Senate in the New Mexico 2007 legislative session and that even though it passed both committees it was assigned to it ultimately died on the Senate agenda and was never brought up for a vote. The NM Medical Board and NM Medical Society was against this bill and we supposed that was one of the reasons the bill died. We have also been repeatedly told that new bills almost never get passed the first or second time they are introduced.
There is a new version of this bill that was introduced in the House last week in this year's 2009 New Mexico legislative session: HB664. This bill was introduced by Representative Ken Martinez. This bill is a result of several people working closely with several agencies in Santa Fe over the past year and actually has the support of the NM Medical Board. The bill has wide legislative support and seems to have no strong opposition at this point. It took a lot of work to get this far and there have been a great many revisions to the bill to get the support it has. It is basically somewhere in between the CA and MN bills. More revisions can still happen anywhere along the way, in committee or on the House and Senate floor.
You can and should go look at the bill on the NM legislative website or the NMCAAMP website at www.nmcaamp.
Along with the bill are various links to background material. Because of all the changes and uncertainties as to whether we would be able to get this far, this is the first list served email to go out in a long time, although many individual conversations and emails have taken place in the past 6 months.
At this point there is no cohesive group meeting regularly, no town meetings and no real identified leadership, just a few individuals working loosely together towards a common goal -- to get a New Mexico "Health Freedom Bill" passed.
NOW would be a really good time to call and email your representatives and tell them you support the bill. Especially those on the committees the bill will be before. The information on how to contact them is on the NMCAAMP website. There are a lot of "politics" impacting whether to introduce a bill in the House or Senate first or both at the same time and not all agree on what is best. It would be great if we had been more organized, but it has been a busy year for everyone and a difficult year for some. If anyone has any questions, I will try my best to answer them or point you in the right direction.
Sincerely,
Wynn Werner
